
RULES AND REGULATIONS
O. PREAMBLE
The Regulations for participation are subject to the "Regulations for International Film Events" laid down by the International Federation of Film Producers Associations (F.I.A.P.F.), which recognizes the Turin International Film Festival as a specialized competitive festival.
1. ORGANIZERS
The Turin International Film Festival is organized by the Festival Association.
Its principal subsidies are provided by the City of Turin, the Piedmont Region, the Province of Turin, the office of the Prime Minister and the European Community.
Additional financing is provided by other associations, organizations, institutions and private sponsors.
2. OBJECTIVES
The Turin International Film Festival aims to provide a place for independent film people to meet and assess their works - films that reflect aspects of the behaviour of youth culture.
The Festival's goal is to make people aware of films made by new directors and thus to help get the films distributed. We pay particular attention to those films whose themes and plots evidence newly emerging kinds of sensitivity and exemplify attempts at innovation in film form and language.
3. DATES
The 15th Turin International Film Festival will be held in Turin from Friday November 14, to Saturday, November 22, 1997, over a period of nine days.
4. FESTIVAL SECTIONS
The Festival is divided into several sections, among them:
- International Feature Films Competition
- International Short Films Competition
- Italian - Space Competition
- International Review
- Turin - Space Competition
- Retrospective
- Special Events and Proposals
5. INTERNATIONAL FEATURE FILMS COMPETITION
- Festival selection of entries is final and binding.
- Entry to competition is open to fiction films made by new directors and films from new cinematography that deserve international attention and tend to contribute to the stylistic and thematic renewal of cinema.
The films, in 35mm or 16mm, must be completed only after October 1, 1996. The date of the first screening will be decisive. This festival excludes from participation works that have already been screened in any way in Italy, works that have been entered into competition at principal international exhibitions like Cannes, Berlin or Locarno, and animation films.
- Applications to the Competition must be made out on the official entry form.
A copy of the film entered or a videocassette version must be forwarded to the Festival by September 30, 1997 along with the film plot and illustrative documentation.
- The Festival will nominate an International Jury of at least five persons. The Jury will award the following prizes:
- First Prize for the best film;
- 2 Special Jury Awards;
- 2 Special Mentions if required by the Jury.
- Films not admitted to the Competition will be returned by October 31,1997. Films entered in the Festival will be returned no later than two weeks after the Festival closes.
6. INTERNATIONAL SHORT FILMS COMPETITION
- Festival selection of entries is final and binding.
- Entry to the Competition is open to 35mm or 16mm shorts up to 30 minutes in running time completed after October 1, 1996.
Date of the first screening will be decisive. Animation films and films previously screened in Italy are not admitted.
- Applications to the Competition must be made out on the official entry form.
A copy of the film entered or a videocassette version must be forwarded to the Festival by August 31,1997 along with the film plot and illustrative documentation.
- The Festival will nominate an International Jury of at least three persons. The Jury will award:
- First best-film prize;
- 2 Special Jury Awards.
7. ITALIAN SPACE COMPETITION
- Festival selection of entries is final and binding.
- Two categories are established:
Destination to categories is made by the Festival and is final and binding.
- Entry to the Competition is open to Italian films and videos of up to 45 minutes in running time, completed after October 1,1996.
There are no limitations as to the films' styles and genres or the directors' ages. Animation films and films previously screened in Italy are not eligible.
- Applications to the Competition must be filled out on the official entry form. A copy of the film or a videocassette version of it must be forwarded to the Festival by August 31, 1997, along with the film plot and illustrative documentation.
- Betacam, BVU, 3/4" U-matic, 1/2" VHS standards are eligible.
- The Festival will nominate a three - member Jury to award:
- First prize for the best work in the category "Fiction"
- First prize for the best work in the category "Non-Fiction"
- Second prize in both categories.
8. TURIN SPACE COMPETITION
- This section proposes the annual production of films and videos made by directors born or residing in Piedmont, completed after September 1,1996 of up to 90 minutes in running time and not previously screened at other editions of the Festival.
The review will have two distinct phases.
In the first, Anteprima Spazio Torino (Turin Space Premieres) from October 6 - 11,1997 all the works submitted will be publicly screened without any pre-selection on the part of the Festival Organizers. A Jury of at least three persons nominated by the Festival will select the most merit worthy works.
The Jury's votes will be added to those expressed by the public who will vote officially on specially provided forms to give their opinion.
The works selected will be entered in the Turin Space Competition, which will be held during the 15th edition of the Turin International Film Festival (November 14 - 22, 1997).
Another Jury of at least three persons will award:
- First Prize to the best film;
- Second prize with reasons for the decisions.
- Applications to the Competition must be made out on the official entry form.
A copy of the film entered or a videocassette version must be forwarded to the Festival by August 31, 1997 along with the film plot and illustrative documentation.
- Betacam, BVU, 3/4" U-matic and 1/2" VHS standards are eligible for entry.
9. FILM AND VIDEO REGISTRATION
- Registration is free of charge. An official registration form, duly filled out and signed, must be accompanied by at least two still photographs from the film or the video, a synopsis, a statement by the director about the film, the director's bio-filmography, as well as any other documentation that might contribute to the selection of the work.
- Registration form, as well as all necessary documentation request, must be received by deadline date shown in each section to:

- Videocassettes (VHS or U-Matic any standard) for viewing purposes must be sent, together with the registration form and all the requested documentation, to the above adress by letter or parcel post with the following customs declaration:
"Without commercial value, for cultural purposes only".
Any shipments incorrectly made will be refused.
- The shipping costs of all material entered are to be covered by the entrants. The Festival will non cover the return shipping costs for videocassettes.
10. INVITED FILMS AND DELIVERY OF PRINTS
- All the works entered or in any way admitted to the Festival must include the following documentation:
- completed, detailed technical sheet ;
- complete dialogue list in the original language and, if possible, translation in English or French:
- detailed summary of the subject;
- bio-filmography of the director;
- a set of 12 b&w stills 13x18 cm; for colour films, six color slides, for which publication is authorized and free of charge;
- a statement of the director about the film;
- a 1/2" VHS; BETACAM SP OR 3/4" U-Matic High Band cassette containing promotional film clips selected by the production (for television coverage); it will be returned after the festival;
- any other suitable advertising material (posters, brochure, press-kit)
Works entering the Turin Space Competition are an exception: they need to be accompanied only by a completed, signed entry form and one or more photos from the film/video.
- Film and video prints invited to the Festival must arrive in Turin by November 4, 1997.

For customs clearance purposes, no other Italian airport must be mentioned. Each shipping requires the following documents: pro-forma invoice, packing list and proper forwarding papers (number of reels, lenght of the films in meters, the title and the number of videocassettes for each film).
At the same time the sender must provide, by fax to the festival office, a shipping notification, indicating the film's title, number of reels, as well as the date and forwarding information (AWB no.).
11. FILM SCREENINGS
- The program and screening times will be fixed by the Festival Organizers.
- Foreign films will be screened in the original version with subtitles or simultaneous translation in Italian.
- The Festival Organizers will compile a general catalogue of all the films entered.
- Copyright holders of the films entered at the Festival are kindly requested to consent to deposit a copy of their film in the Film Archives for study purposes.
12. AWARDS
International Feature Films Competition:
1st Prize 30 million lire
2 special jury awards of 10 million lire each
International Short Films Competition:
1st Prize 5 million lire
2 special jury awards of 2 million lire each
Italian Space Competition (Fiction / Non-fiction):
1st Prize 10 million lire in technical services and film
2nd Prize 2 million lire
Turin Space Competition:
1st Prize 5 million lire
2nd Prize 1 million lire
13. GENERAL RULES
- Shipping costs to and from Turin will be covered by the entrant except when other agreement have been made with the Festival.
- Films and videos are covered by an "all damages" insurance policy (including loss and theft) underwritten by the Festival while in their keeping. In case of misplacement or damage, the festival organizers will be responsible for the cost of restriking a copy according to current Italian rates.
- These regulations have been drawn up in Italian, English and French. In case of dispute, the Italian version will be final.
- Application for entry to the Festival constitutes unconditional agreement to all the regulations herein.
- The Festival Organizers reserve the right to make decisions on matters not specified herein, in agreement with the international F.I.A.P.F. regulations.
Any legal disputes shall fall under the jurisdiction of the Turin Courts.
