- Supply each person - in a gradual, coordinated, systematic, flexible and update manner, in accordance with the results of research and pedagogical experience and teaching in every activity, method, structure, plant and material - the bases necessary for self-education and living a full life;

- 1 st Cycle - 3 to 5 years - in every inhabited area -
Spontaneous and curricular experiences with peer and other children, and with adults: local language; games; music, singing, dancing, poetry; puppet theatre; interpretation of signs, sounds and actions; making-up, reciting and acting of stories; recognition and utilisation of signs, symbols, signals, signage, sets, systems and sub-systems; construction and model-making, drawing, painting; disassembly and reassembly of everyday objects; aquisition of correct environmental and personal hygienic habits, and the ability to use both hands with virtually equal ease;

- 2 nd Cycle - 6 to 8 years - in every inhabited area -
Local mother tongue and second common language, spoken only; music read, written and performed; singing, dancing, play-acting; modelling, drawing and painting, both free and of the main musical, arithmetic, alphabetical, road signage and accident prevention signs and symbols; history of signs, symbols, languages, numbers and alphabets; visits to farm, workshops, factories and exhibitions; comments on and discussions of matters of general interest; disassembly and reassembly of tools and equipment; vegetable growing; hygiene; gymnastics and sports, with training and virtually equal use of both pairs of limbs; cleaning, care and order at school managed in turns by the pupils themselves and with the necessary initial assistance; civil education;

- Curricula: completion of 7th cycle university courses lasting longer than four years, or unfinished;

- Periodic and systematic upgrading and updating of each person working in research centres, schools and every other profession;

- Acquisition of necessary and sufficient training for a different specialisation or a new activity, with the corresponding introductory research and documentation periods;

- 9th Cycle - over 26 years - in every region -
Curricula: in every field of past and present experience, scientific, religious, artistic and handicraft knowledge, starting from those that preserve and hand down the best heritage, with direct evidence from the respective leading figures, through courses and seminars open with respect to duration, contents and attendance, both programmed and arranged to meet a demand;

- In each school cycle, each student in turn, with the necessary and sufficient help from the teachers, will learn and get accustomed to teaching small groups of his companions every subject studied and activity learnt, so as to become "expert" as a student and teacher, little by little, at all events within each school year;

- Community Service on the part of every person from the age of 16 to 26 years - 120 days net altogheter per years - as a public official:

- All tasks least congenial to the inhabitants of each respective locality, region or homogeneous area, but still unavoidable: 30 separate days a year:

- Check and secure the effective attainment of every objective and sub-objective of the common programme according to its purpose and all its corresponding ways and means;

- Make public criticism, proposals and requests intended to facilitate and improve its commencement and accomplishment;

- Publicise, coordinate and potentiate every initiative and experience already shown to be effective for such purpose;

- Inter-Coodinated Public and Community Service Centres in each homogeneous international and national area, region and inhabited area, dependably provided with the persons, activities and structures necessary and sufficient to:

- Define the persons, dates and places for Community Service during each year in conjunction with the schools and aplied research centres concerned;

- Maintain, assist and instruct each person and group before and during each individual period of Community Service;

- Examine every report concerning objectives and sub-objectives wholly or partly unattained; every criticisms, proposals and requests received; and every initiatives and experiences introduced proving to be sound;

- Perform all qualitative commodity, administrative and judicial checks and inspections; on-the-spot examinations; surveys; feasibility studies; provide a prompt, well-circumstanced written reply to criticisms, proposals, requests, initiatives and experiences; use the same in concrete form as far as possible in conjunction with their presenters; store them and classify them in documentation and information centres at each office; analyse in depth their symptoms, reasons and meanings;

- Publish and distribute in every necessary and sufficient place a periodical Official Bulletin of each local Community Service and public service in the national and international homogeneus areas - in the local mother tongue and the second common language - on every school activity; all voluntary services, with all necessary and sufficient information concerning reports of experiences, initiatives and cases of non performance, and the requests, proposals and criticisms advanced; on each respective examination; on the satisfactory or unsatisfactory checking of instances of non-performance, whether corrected or not; prosecution of sound initiatives or experiences; feasibility study of proposals, their concrete utilisation and analyses performed;

- Legislative, government and public directive work needed for the full accomplishment of the common basic programme, equally divided between men and women;
- b
- Candidates for all political and administrative elected posts equally divided between Men and Women in the following age groups: 18-30 years; 31-45 years; 46-60 years; 61 years and over;
- c
- All public political and administrative posts assigned in equal numbers to the Men and Women whose election is duly confirmed
- d
- Alternation of Men and Women in all national and international Presidencies and Secretary-Generalships with the same respective functions and for the same periods of time;
