This Agreement is made between the Regional Office for Europe of the World Health Organization (WHO/EURO), the Coordinator of the Italian Network of Health Promoting Hospital, the Coordinator of the Piemonte Region Network of Health Promoting Hospitals and the hospitals belonging to the Piemonte Region Network of Health Promoting Hospitals.
Scope and purpose of the Regional and National Networks of
Health Promoting Hospitals
A Health Promoting Hospital tries to incorporate the concepts, values and standards of
health promotion into the organizational structure and culture of the hospital. The goal
is to improve the quality of health care, the relationship between hospitals and the
community, and the conditions for and satisfaction of staff, patients and relatives. The
method is to apply the principles of the Ottawa Charter for Health Promotion to develop
the hospital in the ways expressed in the Budapest Declaration on Health Promoting
Hospitals.
The goals of the Regional and National Networks of Health Promoting Hospitals are:
* to facilitate and encourage cooperation and the exchange of experience between the
hospitals of a region or country, including the identification of areas of common
interest, the sharing of resources and the development of common evaluation systems.
* to introduce health promotion into the culture of the hospitals;
* to broaden the focus of hospital management and structures to include health care, not
just curative care;
* to develop documented and evaluated examples of good practice for the use of other
institutions;
* to identify areas of common interest in which to develop programmes and evaluation
procedures.
Management of the Networks
The overall coordination of all the Regional or National Networks of Health Promoting
Hospitals will be done by WHO/EURO, with the assistance of the Coordinating Centre and
Secretariat of the Health Promoting Hospitals, the Ludwig Boltzmann Institute for the
Sociology of Health and Medicine (LBI),Vienna, Austria.
The International Public Relations and Polices of Community Service of Health Ministry selected theVeneto Region Network as the Coordinator of the Italian Network of HPH and he appointed Dr. Carlo Favaretti, General Director of ULSS 19 of Veneto and Coordinator of Veneto Region Network, as promoter / organizer of the national action.
The Coordinating Center of Italian Network appointed CIES Piemonte (Comitato Italiano per l'Educazione Sanitaria Piemonte) as Coordinating Center of Piemonte Region Network. The Regional Network appointed Dr. Piero Zaina as scientific director. The Regional Coordinating Center will be the connection among the members of the Piemonte Region Network, the Italian Network, the Regional Office for Europe of the WHO, and the Ludwig Boltzmann Institute.
A small membership fee for international coordination equivalent to $75 per hospital will be forwarded to LBI. (Arrangements on the way the membership fee will be collected or how funds will be allocated, will be the responsibility of each individual network.)
Internal rules and regulations will be established between the members of the network and the Regional or National Coordinating Institution.
Hospitals wishing to be part of the Piemonte Region Network will have to fulfill the requisites specified below. By signature to this agreement, they will apply to the Coordinator to become members of the Piemonte Region Network. The Coordinator of the Piemonte Region Network will forward the signed agreement to the WHO/EURO for approval and to the attention of the Coordinating Center of Italian Network.
Benefits from membership of the Piemonte Region Network of
Health Promoting Hospitals
It is anticipated that member hospitals will receive the following benefits:
· As members of the Piemonte Region Network of Health Promoting Hospitals, they will
become members of the international network of HPH, and:
* they will have access to international information and the Health Promoting Hospitals
database which will facilitate the search for experts and specific activities;
* they will receive the Health Promoting Hospitals Newsletter;
* they will be able to use the Health Promoting Hospitals logo;
* they can use the phrase: "member of the Piemonte Region Network of Health Promoting
Hospitals: a WHO network" on their Health Promoting Hospitals material;
* their registration fee for any International Conference of Health Promoting Hospitals
will be reduced;
* they can submit articles for publication in the Health Promoting Hospitals Newsletter;
* they will be able to participate in joint research projects, establishment of standards
for practice and any other activities the Network might wish to develop;
* site visits to other hospitals will be facilitated.
· Through the Piemonte Region Network of Health Promoting Hospitals:
* they will have access to any database of the network which is set up. This will
facilitate the search for colleagues working in specific activities or with a particular
expertise;
* they will be able to use the logo of the Piemonte Region Network;
* the development of jointly research projects, and the establishment of standards for
practice, design, implementation and evaluation will be facilitated and encouraged through
the creation of task forces;
* site visits to other hospitals will be facilitated.
To reach the aims of this project, the partners agree to
fulfil the following functions and take the following responsibilities.
1. Responsibilities of the hospitals belonging to the Piemonte
Region Network
Hospitals which wish to be members of the network will have to:
· endorse the Ottawa Charter for health promotion and the Budapest declaration;
· obtain the formal agreement of the management of the hospital for it to become a member;
· finance its own activities;
· run at least three programmes on health promotion during the time of the project;
· participate in at least two task forces on the development of programmes/activities;
· present an annual report on the programmes in progress, including objectives, time
frame and expected outcomes;
· participate in the business meetings of the Piemonte Region Network (participation in
international conferences on Health Promoting Hospitals would also be advisable); and
· provide information to the Coordinator of the Network. (The type of information needed
will be approved by the member hospitals at a business meeting.)
· contribute to the financing of the international coordination with a membership fee of
US$ 75 through the CIES
any regional or national fee will be established upon agreement
between the participating hospitals and the coordinating institution.
2. Function and responsibilities of the Coordinating Center of the Piemonte Region Network
The Coordinating Center of the Piemonte Region Network will:
· act as the secretariat and the documentation centre of the Piemonte Region Network,
including coordination and administrative support to the network;
· be the focal point between the Piemont Region Network and WHO/EURO and LBI;
· maintain a database of participating hospitals and their activities;
· disseminate information to the participating hospitals;
· produce an information sheet for the Network;
· submit proposals to WHO for new members to the Network;
· provide technical support and advice on strategies;
· organize business meetings of the Network;
· assist with the coordination and work of the task forces;
· monitor and evaluate of the project jointly with the hospitals;
· fund-raise for the Network;
· prepare an annual report and send it to the participating hospitals to the Coordinating
enter of the Italian Network and to WHO/EURO and LBI;
· collect the international membership contribution, send it to LBI, and issue the
corresponding receipts to the hospitals.
3. Functions and responsabilities of the coordinating Center
of the Italian Network
The functions and the responsabilities of the Coordinating Center of the Italian Network
will be established in a specific agreement among the Regional Networks formally
recognized by WHO.
4. Functions of the World Health Organization
The Regional Office for Europe of the World Health Organization will, subject to the
availability of funding:
· give recognition to the network and to the hospitals;
· provide strategic, political and technical support to the network;
· organize business meetings in collaboration with LBI;
· monitor progress and organize in collaboration with LBI regular evaluations of the
project;
· facilitate international /national relations;
· facilitate the dissemination of information.
WHO/EURO and the Ludwig Boltzmann Institute for the Sociology of Health and Medicine (LBI) have agreed that LBI will be the Coordinating Centre and Secretariat of the Regional and National Networks of Health Promoting Hospitals. The functions of the Coordinating Centre and Secretariat will be:
· to advise on strategies and provide technical support by coordinating the project
jointly with WHO/EURO;
· to give administrative support in coordinating the Regional or National Networks with
the international networks;
· to be responsible for coordinating the information database of the Regional or National
Networks with the international database;
· to facilitate information and access to the database for the Coordinators of the
Regional or National Networks and hospitals belonging to these;
· to keep the Regional or National Coordinators informed on the events and activities of
the Health Promoting Hospitals movement;
· to send sufficient copies of the Health Promoting Hospitals Newsletter to the
Coordinators of the Regional or National Networks so that they can be distributed to all
the hospitals in the Networks;
· upon request, to assist in the organization of business meetings of Regional or
National Networks of Health Promoting Hospitals in collaboration with WHO/EURO;
· to send copies of material produced by the wider network or pilot hospitals of the
Health Promoting Hospitals Project to the Coordinators of the Regional or National
Networks;
Date and duration
This agreement shall come into force on the date of the last signature to it. It shall run
for a period of five years from the date of signature unless terminated before that date.
Each party shall be entitled to terminate this agreement upon giving to the other parties at least six months notice in writing of its intention to do so, at the expiry of which period this agreement shall cease to have effect.
In the event that funding is no longer available at WHO/EURO to run the networks, WHO/EURO shall be entitled to terminate this agreement forthwith upon giving notice to LBI and the Coordinators of the Regional and National Networksof its intention so to do. Upon service of such a notice this agreement shall cease to have effect.
Arbitration
Any dispute relating to the interpretation or execution of this agreement shall, unless
amicably settled, be subject to conciliation. In the event of failure of the latter, the
dispute shall be settled by arbitration. The arbitration shall be conducted in accordance
with the modalities to be agreed upon between the parties or, in the absence of agreement,
with the rules of arbitration of the International Chamber of Commerce. The parties shall
accept the arbitration as final.
